All questions and answers regarding the regulatory marketability of cosmetics

For the sale of cosmetics in the EU, you need the following according to EU Cosmetics Regulation (EC) No. 1223/2009:

  • CPSR / Safety Assessment

  • PIF/PID / Product information file

  • compliant labeling

  • CPNP notification

  • Possibly a Responsible Person in the EU

A classic "cosmetic approval" is usually not required. Complete regulatory documentation is crucial before the product can be sold.

  • The CPSR is the legally required safety assessment of your cosmetic product.

  • The PIF/PID is the complete product file including formula, evidence, label and CPSR.

  • CPNP notification is the electronic notification of the product in the EU portal before it is placed on the market.

     

No. Cosmetic products may not be sold in the EU without CPSR and full PIF/PID.

This also applies to:

  • natural cosmetics

  • Handmade cosmetics

  • White-label products

  • imported cosmetics

  • Online shops and marketplaces

Without complete documentation, there is a risk of sales being stopped, recalls, or official complaints.

For CPSR, PIF and CPNP we usually need:

  • Recipe with INCI and quantity information

  • Raw material and safety data sheets

  • Ingredients specifications

  • Label or label design

  • Information on application and target group

  • existing tests, e.g. stability or microbiological tests

We will check for missing documents as part of the initial assessment.

Once we have received all the necessary documents, we usually need 3-5 working days .

The duration depends on the product type. Complex products, e.g., for babies, the eye area, intimate care, or with special efficacy claims, may require additional testing.
